Stutter steps are allowed as long as the player doesn't come to a complete stop. BR refs had a meeting and this was a topic of priority. Stutter steps ARE NOT ALLOWED in high school. (For all you refs out there who are not familiar with this ruling, please refer to 14.1.4 Situation B in the rule book. Also, it would be beneficial to review Tie Breaking Procedures on page 85 especially A.4.a and B. Misconduct Procedures 1 & 2.) Probably a good idea for coaches to review this as well. Since this is a high school thread, for the USSF ruling on stutter steps, please post what's accepted on the Premier site. :-)

Ok, to clarify....... Our 3rd kicker tripped, stuttered, whatever the case during the approach to the ball. whether it was a stutter or not was not the issue. I respect the opinion of the referee. The fault was when he told her the goal did not count and the kick was not to be retaken and called for the next kicker. No caution was awarded. Of course, I tried to get his attention at the time and was denied. No problem. I waited until the 5th kicker for each team kicked and we were asked for the next 5. I discussed with the referee that I wasn't arguing the stutter or not, but the kick was to be retaken. He said no, so I presented him with the rule book explaining the retake. He asked if I was wanting the kick to be retaken then. Of course I did! He discussed this with the opposing coach and came back to me with the explaination that he SHOULD have cautioned the player and that yes the kick was to be retaken. I explained that no caution was issued, so she was still eligible to take the kick. He explained that he wasn't going to allow it since he should have issued the caution. OK, I don't think because you should have cautioned a player, but didn't automatically labels the player as cautioned, but we were freexing and the game needed to b concluded so I gave in and did replace her as asked to. My point is that if the referee knew the kick was to be retaken this issue and scene could have been avoided. If he truly felt she stuttered, he should have issued a caution at the time. I am also a referee and always look and listen for cases like this so I can learn and not make the same mistake. This was a HUGE one that could have affected who the winner of the game was.

Dulac, please note that the example you provide concerns a player coming to a stop and then kicking. This is not the definition of a stutter step. A stutter step is where a player alters the length of their stride or even the speed of the run up to the ball while running to take the kick but does not at any time stop and restart their run. Stutter steps are allowed in high school. Starting and stopping the run is not allowed in high school

To repeat, stutter steps are NOT allowed in High school. Refer to the NISOA Comparative Study of Rules and Laws. Under Rule/Law 14 Penalty Kicks. "Stutter stepping or faking by kicker" NCAA-NISOA---Same as FIFA-Player cannot stop completely High School Federation---NOT PERMITTED-Caution and retake FIFA-USSF---Permitted-no infraction. (Player cannot stop completely)

Friends, the words "stutter stepping" are used on page 82 in the 2010-11 NFHS Soccer Rules Book with a penalty of caution and retake. I guess you can use your definition of stutter step but if it's meant to deceive, it's not allowed. I don't think it ever has been as long as I have worked high school. Which I may add is not as long as either one of you old timers has been at it.
On another note it looks like Tuesday and Thursday will be very busy. We are booked and turning matches back.

Looks to me like that "CardsInHand" has settled this argument and we can now all be on the same page (no pun intended, Page 82). I think this is about as definitive as it gets. The only question I have left is if there wasn't a goal scored does the kicker get a re-take (as per the wording in the book). or does the referee blow the whistle at the moment there is a stutter step made?

[/quote] Excellent answer, just remember if you disallow the goal for a stutter step that you caution the player.

That was a marathon match in the mud. However I have been booked for the next 3 nights. You know I'm not as young as you think you are!

You 2 old fogies cut it out...LOL! At least ya'll are getting called. We've been called for ONE 1st round match and ONE Christian League playoff game in Beaumont, TX. Bummer, cause I could use the extra money
