Looks like a foul to me, however if the attacker remained upright I could see playing advantage here. Looks like she could be past the defender and maybe headed towards goal. If she goes down under the challenge I'd absolutely call this a foul and potentially a card.

No foul called. #23 was injured and was helped to the sidelines. CR did not want to award PK IMO.

From this angle imo, a foul should have been called and pk awarded.
Most importantly is the young lady ok.

However a player defending a shot does not have the green light to make a reckless play without any consequences. Player was really late. Perhaps DELETED could learn something here. He appeared to be jestering as if it was a flop. edited... Last warning on calling out this ref by name in a negative light. Second time this year. No more please!

From a different angle, such as where the official was, may not have looked like a foul at all. Notice that the AR makes no indication of foul either. Both players going for ball, contact could be viewed as equal contributing.

Might be veering slightly off topic, but a design flaw followed by building errors at Harlan and Wolfe were to blame for the historical events. Captain Smith had a near flawless record prior to April 1912, including service during the Boer War.
Obviously, certain posters do no like certain officials, and will try to find any reason to discredit them. Watching in full speed, it is very difficult to see if there is a foul there or not. In the super slow mo, that of course the officials do not have, after the shot was off, there was some contact. Did it alter the outcome of the shot at goal: no. Did the defender gain any benefit from it: no. In the original pictures posted, you can clearly see the defender is watching and attempting to play the ball. To describe that as "really late" is pure hyperbole.
No doubt there will be those who will continue to bring up ancient history to try to smear those who have done their best for many years. It is over. Move on.

Regardless if they were going negative (no scoring opp). As mentioned, if a clear goal scoring opp. Then a yellow and possibly red card are appropriate, if last man.
