restart is IDK.
any penalty to B9? Is this:
a failing to respect distance (yellow card) b delaying a resart (yellow card) c either of the above (yellow) d only if B9 has behaved like a complete butt earlier in game e none of the above

I believe many other things should be taken into consideration... 1) whats the skill level of said player? 2) what was the intention of the player, was it to waste time? 3) how knowledgeable of the rules is he or she? Yes, all players should know the rules, but one should not expect all players to know all rules.
Wouldnt it be a retake of the goal kick, by the way, since the ball was never put into play? The ball is not put into play until the ball leaves the penalty area.

I also go with E, their is truly not enough information there to warrent a yellow. The points made in the 2nd post are valid. Must know this information in order to know precisely what to do. Although you can just add time as a referee if u know they are purposely delaying the restart.

First, restart is GK, not IFK. As brhsoccer14 said, ball not in play.
With bare-bones info given, I'd go with (e). Just tell the player that the ball has to cross the line to be in play.
Previous actions by the player, and/or warnings given could alter the response, given game conditions.
