If a goalkeeper is on the ground with both hands on the ball and a player kicks the ball, should this be a foul? I thought goalkeepers are protected when they are like this but I never seem to see a referee call this.

Yes. It could even be one hand on the ball if control is established.

It gets called plenty at the lower levels. Control can be established when any part of the hand even traps the ball between the hand and a hard surface such as the ground. And there are times when goalkeepers lose control of the ball and get scored on but claim they had it.

That’s what I thought. Frustrating when a kid almost gets kicked in the face and nothing is done. Not even talked to.

That’s what I thought. Frustrating when a kid almost gets kicked in the face and nothing is done. Not even talked to. See this called many times across LA and the south. Almost to a fault, but safety should be #1 priority. The issue with no calls I have seen have been limited to officials unable to catch up to the play, or never leave the circle. These have been few and far between in Louisiana, and overall attention to ensure the safety of all players has ramped up greatly over the past year and a half in my opinion. And if you search you will see I have been very critical of them at times.
