Let's post a tricky question...Here's the situation. This is right off a state referee exam a few years ago. For those that have taken this test, Dont answer yet.
Its a windy day (Could be this coming sat). A hard field. A foul is called. The ball wont remain stationary for the taking of the free kick. By the Laws of the game....what should the referee do?
The answer must be in accordance with the Laws of the Game.

Haha......good question. I cant say I have 'the' correct answer, but i'll have a stab. Well last time i read the rules of the game, i dont remember there being anything about the wind influencing play in the actual law book. I guess a bit of common sense and understanding of the situation is needed. If I was the ref, and the ball was moving slightly due to the wind, I probably wouldnt bother doing anything if it was in a defensive area of the field and there was no advantage gained. If it was in an attacking area of the field and the wind moved the ball so much that the wall became out of position, then i'd obviously have it taken again. But really, if the ball is moving, then its a foul free kick regardless of the area of the field. Perhaps getting one player to put their foot on the ball, while another player takes it is the step forward. Although if the wind if so strong that it is ridiculously affecting play, perhaps the game ought to be called off, or delayed for 15-20 minutes to see if the wind goes away. I dunno, there's probably some sort of trick here, or some special ruling.....dont laugh at me too much if im wrong!

This happened last year in a match I watched. They tried placing the ball 3 times, wouldn't stay. So they set the ball back and allowed the kick to be taken as the ball was barely moving.

I asked a friend of mine this question, and he's absolutely adamant that a ref should be created so that the ref sits on the ball and waits for it to be kicked under him!! HAHAHA ;D

OKay, here's the answer. But there is a technical answer and then the practical answer.
To properly restart play, one requirement of the free kick is the ball is staionary. IF the ball is not stationary, the ball cannot be properly put into play and the match cannot continue. Everyone goes home. Game terminated or suspended based on the competitions rules.
But common sense must prevail. You cannot have a player hold the ball in any fashion. You just find a way to make it happen. Use some common sense.

as the center you could always pretend you didn't see the ball rolling away before it was kicked

Good answers.
I really like having the ref sit on the ball.
According to the Law, if the wind will not allow the ball to stay stationary, the match should be terminated.
Practically, unless the wind is so bad that the ball cannot stay close to the 'mark', I would think that the ball moving slightly is as much of a disadvantage to the kicker as to the defense.
In that case, I'd invoke the customary 'official blindness'.

I just asked one of my clubs youngest refs and the refereshing ans: "put a little lose dirt infront of the ball oppsite of the wind to hold the ball and pray!"

Actually, that would not be acceptable. The "piled up dirt" answer was one of the multiple choices that was wrong.

"Officially", piling up dirt would be classified as "altering the field" and this is not allowed. Under Law 1, The player who makes such marks or alterations on the field to gain an unfair advantage may be cautioned for unsporting behavior. Now who is to say if it's unfair? That's for debate...
