Under Law 1 "No Player Modifications to The Field" Goalkeepers or other players may not make unauthorized marks on the field of play. The player who makes such marks or alterations on the field to gain an unfair advantage may be cautioned for unsporting behavior.

And yes, he can be cautioned even if it is made before the match begins.

Nope, I've never seen a caution for it. I have informed them it's not allowed and they listen cause they know I mean business.
