In championship game score is 0-0 in second half 44 minutes in.
Player A plays the ball to a team-mate B in an onside position, although there is another attacking player C in an offside position.
Play continues, and in the next phase of play, player B sends the ball to player C with a square pass who now is in an onside position.
Player C attempts to scores a goal but a defending player touches it deliberately with his hand.
The AR who is still thinking of the start of these exchanges and about player C being offside mistakenly calls off sides but can’t explain why when the Center comes to consult.
In the confusion the game moves on to a shoot out to determine champion winner.
What action does the board take when a film of the game arrives with flaming letter from player C’s coach along with any fees required to lodge a protest?

When the game is over it is over...sorry. The tape cannot change the outcome, or at least I have never seen it done. The only outcome would be a slap on the hand and a" shame on you" comment. With no explanation by the AR the center should have addresed the handling of the ball.

Sometimes refs make mistakes. It happens from time to time.

if you are talking a LSA affiliated match, the protest must be filed in triplicate within 1 hour of the completion of the match. if a call was not made by an offiicial, the match is not protestable. LSA guidelines state that referee's calls are not protestable "with the exception of a mis-interpretation of teh laws." In the scenario you write, I see nothing protestable. The referee has sole discretion if the player deliberately handled the ball.
