The 2011 State Cup Clinic slides and quiz are now posted online. www.referee-la.com/If you want to work at a state cup event anywhere in La in 2011, you must go to this link, read the slides and take the quiz. When you pass the quiz, you will automatically be directed to a site asking information on your availability at a state cup event. For coaches, it doesn't hurt you to read the slides and see what instructions referees have for state cups which can sometimes be different than you are accustomed to seeing. Knowing what the referees are expected to do is never a bad thing.

Makes sense .... never really thought about it before.
I guess it's to prevent easy re-takes of the quiz, but it would be nice if, when you pass, the quiz lets you know which questions you missed. I guess I can just keep taking it over again until I get 100%.

Reduce to equate does make sense. I have no idea why the high school rules allow teams to add new players to the list of eligible players. I guess to be different, and to justify their existence.

Likely because high school is supposed to be about the participation of students and getting a well rounded school experience, while FIFA writes laws based on international/professional level.
