Videotaping on the field? Was there some guy running around with a camera on the pitch a-la XFL? If so then yes there was a violation.... If the ball hits him, then it is outside interference. Restart with a dropped ball!

Looks like teams can video their "OWN" games, but cannot go an video "Other" teams games. Seems like it is intended to stop teams from videoing their opponents other games. And if the photographer/videographer was doing so for the team, then he would have been authorized.
So, if the person was doing it for a team that was not playing, that team would be in violation.
IANAL, so just IMHO.
