Today my u10's were playing in a consolation game in state cup that went to a shoot out. The score was 3-2 them with their 4th shooter up (our 4th had already gone). They convert and me and my team go out to console our goalkeeper and teammates. We get halfway on the field and the center ref motions for everyone to leave the field because she says "we are going to finish it". My goalkeeper already upset we lost is then the 5th kicker and misses, then has to get scored on for the 5th time despite there being no need for the last kickers to even go. In 25 years of coaching/playing I've never seen a shoot out where the outcome was decided be "finished". Referees, help me out here...why?

You could have taken your team off the field. The game was over, there was no requirement for your team to be involved any further. At least the referee would then have then been offically informed of her misapplication of The Laws Of The Game.

I thought about taking my team off the field but then also thought of the example I was setting for my 10 yr old players. We try and teach them to respect the officials.
Just to explain a little further, I told the center, it is 4-2 and we have 1 kicker left...the game is over. She conversed with her AR and then made the decision that we would complete the shoot out in it's entirety. Given the emotional nature of the situation, I did not feel that making a huge scene and pulling my girls off the field was the right decision for either team involved.

Same thing happened at another final this weekend. Kick made it a mathmatical impossibility for one team to win and ref kept letting them kick.. Someone eventually walked out and explained to ref. It was odd because everybody including the two girls teams knew it was over. Everybody except the referee. I think it must be easy for ref to get lost in the moment and the count. All I can figure.

Giving U10 kids a chance to take a PK isn't a bad thing either. What 9-10 year old doesn't want to be able to go home and say yeah we lost 2-5 in PKs, but I scored! Also, it puts them in that pressure situation of having to take a PK. Sure it might not matter to the final outcome of the game, but it does develop the player, by putting them in the situation. Possibly this is what the referee was attempting to accomplish. I'll give 'em the benefit of the doubt and say they were trying to improve the skill level of players in LA, rather than brand them ignorant of the Laws!

The Tournament Referee did step in and stop the kicks. One of their functions is to ensure that kicks are taken properly and we have no silly referee tricks......
