Who or does anyone regulate referees? Do the ref's have a person who watches them during games to make sure they are performing properly? I understand they get re-certified but who determines if they are good enough to ref a U-13 thru U-18 game?

All referees are regulated by USSF in Chicago. However the La State Referee Committee (SRC) administers all the registered officials in La. There are several grades of referees. The upper grades are assessed every year and must take a physical (runs) and written test and also obtain a minimum number of educational hours. The lower grades are only required to retake the referee test every year.
Who decides who does what? Depends. ON a week to week basis, the local assignor does. The level of game to be assigned is based on their knowledge and observations primarily. But often, the reality is that officials may be pushed into a game beyond their level just because it's that or no official is assigned. But we do need to push officials beyond their comfort zones in order for them to improve.
At the state cup level, the SRC assigns all the officials for the most part. The process is the State Games Assignor does most of the legwork supported by the local assignor and the final assignments are approved by the SRC Chair and also the State Assignor Coordinator. So there are many checks where several people have a say.
And at the state cup, the Tournament Referee (assigned by the SRC) can change assignments as they see fit if they observe issues that warrant replacement.

After watching this weekend in Shreveport at the 18 year old women"s comp.1 and 2 levels the assigner got it right. The games I saw were called very well.
