The opening moments of this Roma-Liverpool game has already had a questionable no call. As a cross comes in from the Liverpool winger towards the back post of the goal, the Roma defender tries to chest the ball down to his keeper but it hits his bicep instead(note his arms are horizontally parallel with his shoulders when it hits). Being as its the first couple of minutes into the match, I can understand the center not blowing for the PK and royally pissing everyone off, but his arm was in an unnatural position and he did "handle" the ball with his arm. What would you have called?

Handball. Regardless of how early it is in the match, a handball is a handball.
Just like anything else. You can't distinguish a foul by when it is made, but by the actual foul itself.
