Is Louisiana behind the times? I saw Alabama has a high school tournament this month. Are other southern states soccer seasons different. Does these states allow school and club teams to play at the same time? The states included if it matters Texas, Alabama, Tennessee, Oklahoma, and a few others.

Every state is different. There are only 6 or 7 states that play HS ball in the winter (Louisiana being among them) -- others play in the fall or spring. Some split (Tennessee plays girls HS soccer in the fall and boys in the spring, which really messed up Regional Premier League play for club). Some states allow HS and club participation at the same time (Georgia did a few years ago, don't know about now), others do not.
