This post is from the LA State referee Committee advising of something new for all referees who plan on working La State Cups.
This year, all referees working any state cup MUST attend a rules clinic to review procedures and rules specific to State Cups. A presentation lasting about 45 minutes will be sent to instructors and area administrators around the state. Each area can present this as many times as they choose. You must attend the presentation to work at a state cup. Once you attend one clinic, you may work any cup around the state. This presentation is in the final reviews and should be released to the all the areas no later than Feb 1 or so.
I would ask all referees to spread the word to all others who may not see this.
This presentation will also be sent to the playing associations. I would encourage all coaches to obtain a copy from their associations and review it. It will ensure they know all the specifics and there is no confusion.

Does that Clinic involve an ethics section, where "home" Association Referees can see what type of negative impact they have on the game, when they clearly show bias for their friends, family members etc...

I can't say I've ever seen the bias you suggest but I have seen it's reverse effect.

I do believe during state cup matches, associations from one city can not do games for said city's teams....
As a matter of fact, this is true. Thats why you always see refs laugh when parents yell that they are from the other team's city....

Referee will not be allowed to work games from their "home town teams" whenever possible. Even though we do not believe that a bias exists, there are some coaches, spectators, etc who do. Becasue perception is reality, every effort will be made to avoid the appearence of any home town bias. The clinic also discusses this with referees telling them to avoid these potential conflicts.
At state cups, there is a state games assignor who also assists the local assignor in making sure all these issues are addressed.

Just an update on the State Cup clinics. This past Monday, the Cup assignors, area administrators and instructors fomr Shreveport, Monroe, Alec, Lake Charles, Lafayette. Houma, BR, NO, Covington and Slidell particapted in a telephone conference to further define the process and the clinic. This next week, the State Cup Rules Clinic will be rolled out to all of these areas. These areas will present the material as many times as they wish. THis will likely be done at local referee meetings. The presentation is 30-45 minutes long depending on questions asked. So these clinics will be starting very soon. Referees wishing to work at the State Cups must attend this clinic to review rules and procedures unique to these competitions. Also, for the coaches reading, this presentation will be sent to all clubs by the LSA office. The clubs can then circulate to their coaches. Additionally, any club can request from the State Referee Committee an individual to come and make the presentation to their club's coaches. There is no fee for this. They just need to ask. This should really help get everyone involved on the same page. For referees, if you attend any clinic in the state, you will be good for any cup. One clinic suits all cups. A central database will be kept by the SRA for verifcation of attendance. Lastly, the notes will be published on the La Referee website at www.referee-la.com/ when finalized. Referees can download the notes page for future reference.

Uh, yes, actually, I believe I have.... Sure you have been there, as a spectator. ;D Actually, I have never been there as a coach, player, or spectator.

In the New Orleans area, the first State Cup Rules Clinic will be held Monday Mar 4 at East Jefferson Hospital at 630 pm. If you are in the N.O. area, please consider attending this clinic.
Clinics will be held in all area of the state. Referees should contact their local assignor, instructor or area administrator for info in their area.

Just a gentle reminder for the referees on this site that the Rules Clinics are still being scheduled on a regular basis and referees wishing to work those tournaments are required to attend. It lasts 45-60 minutes. A copy of the clinic powerpoint and the updated list of referees who attended are posted at www.referee-la.com/ As groups schedule clinics, they are also posted there but referees should contact their own local groups to check on the next scheduled clinic. For coaches who have a D1 team or Premier team, I would also strongly urge you to look at the presentation. I would bet there are things there that may surprise you.
