Okay, I am not very experienced, and not too old, but the ref quiz last week had the question:
GK throws the ball at player of the other team. What is the restart?
Apparently this has changed recently. I can understand the rationale for the "new" answer (hopefully): if the ball hits the opponent, it is an offense, if it misses, it is not, therefore play on (the restart is outside the box, or wherever it hits, or misses the opponent), but why would the law have been changed?
Was the "intent" the original offense, and why would it change?

When you find out, let me know.... To me, personally, if the goalie throw it at a player, and the player turns around and has the ball at his feet, im not going to call anything, but card the goalie on the next stoppage of play. However, if you blow the whisle when no team has possesion, it would be a drop ball, or an indirect free kick. I would say drop ball.
But I really have no clue.....

foul occurs at teh point the player is hit with the ball, hence teh foul outside the box. This did change several years ago. in the event of a keeper throwing a ball at the player and missing, i think it would be referee decision on intent. If intent occurs in the referees opinion, then it is a foul, regardless if the ball struck him or not (striking or attempting to strike). Restart is free kick from where the player was whom the keeper attempted to strike.

Agree 100 % with happy. I know that sometimes GK do throw the ball to hit someone to make them back off, so intent can be hard to tell.
What was the answer to the test question?

okay, so ake it one small step further. Defender is just outside box. Throws punch at player inside box. PK. If positions are reversed, is the foul the throwing of the punch (inside box), or making contact with the player outside the box?

This incident of throwing the ball is considered "Striking" and is a send off. Either serious foul play or violent conduct depending on how harsh the actions may have been.
From the Advice to Referees: Section 12.6
"Striking can be performed by direct contact using hands, arms,elbows, head or knees, or by throwing any object (including the ball). Striking as a foul occurs where contact is made with the opponent or where contact would have been if the attempt to strike is unsuccessful. It is this this location that determines the correct restart (direct free kick, penalty kick, indirect free kick, or dropped ball)."
Later it also says
"Striking (as with kicking and spitting) should normally be considered misconduct (violent conduct or serious foul play - see advice section C of section 12) of the gravest sort requiring a send off and display of the red card. Only in the case of attempting to strike in which there is no contact should even the possibility of a caution be considered."
For restart, ask the questions, was the ball in play? If not, the restart is the restart required before the offense occurred. If ball was in play, location of the player who was struck or almost struck, would dictate either penalty kick or DFK. In some strange scenarios, a dropped ball could actually be the restart.
In the answer to Furrier's question, the Advice (same section) also covers this: "A player inside his or her own penalty area who reaches outside the area to strike an opponent or who throws an object other than the ball at an opponent who is located outside the penalty area has committed this offense at the location of the opponent. The restart would be a direct free kick if the striking occurred during play and both persons were on the field. If the opponent who was the target of the striking action had been inside the penalty area of the player doing the striking, the restart would be a penalty kick even if the player doing the striking had been outside the penalty area.""
