All referees are required to check them! (that is my official answer and the one I give to everyone who asks...)

Yeah they are required but do they actually do it! Ive had a ref check mine once, and it was in preseason. I still wear them because i actually like them better and i never know if they will actually check or not.

Officials have been instructed to not inspect. The coach is required to certify that all players are properly equipped prior to the match.
Should the official find find illegal equipment after the match has started, the first caution is given to the coach. Further infringements result in cautions to the player.
This means that it is the responsibility of the coach and the players to ensure that proper equipment is worn. The officials only enforce the rules.
