Can you all help me with something? I've played and watched soccer since the early 80's. But, I'm also a soccer parent so that lowers my credibility with you on principle.
So here's your chance to educate a pesky dumb parent. Throw-ins have devolved into something not even close to what they formerly needed to be. Enforcement guidance, and maybe even the rule itself, must have changed significantly, right?
1. What leeway does a player officially have to cheat forward from the point where the ball goes out. 5 yards? 20? 30? And, what guidance exists that makes it good to selectively enforce such official leeway?
2. Coming back and forward over the top of the head with both hands, is this no longer a requirement?
3. Can we send guys to the Manning Passing Academy to train for throw-ins in the manner of Peyton & Eli?
Yea, I'm obviously being a bit facetious but my questions are sincere. Thank you.

To level set before we get started: Soccer is, at its core, a game of laws not rules (unless you’re NFHS or NISOA, because the US has to be difficult). Compare a Umpires “rule book” to a referees IFAB laws of the game and it looks notably different. A rule book would have prescribed scenarios and examples written out to a “t”. Just like a judge or arbiter, a referee is the arbiter/judge of those laws. I’d encourage you to look at the post before this on the Ref page and consider taking the class to quench your curiosity. 1. The way you ask makes this a loaded question. Guidance and enforcement haven’t changed. “In the opinion of the referee” is the optimal phrase for enforcement here. At the higher levels of the game, throw-ins are a pedantic thing to micromanage. You ref to the skill level. This is also why the game you watch on TV is allowed to be more physical than say a Middle School match. Generally speaking, rule of thumb to enforce this law is typically 2-5 yards of leeway before I whistle to push back, but like I stated above flow and spirit of the game sometimes compels me to just keep it moving. 10+ yards repeatedly is pretty excessive for me, though. 2. Hasn’t changed. But see above. 3. Only if their parents pay for it.

I’ll give an example of my game tonight. Multiple times BOTH teams would take about 5-7 yards extra from the spot the ball went out. No complains, no issues, both sides doing it. No call from me on any throw in for moving up the field. Now I did call two inappropriate throw ins because the player didn’t “cross the plane” of the ball going over the head for them trying to take a short, quick throw. It’s really up to the flow of the game. I’ll call egregious stuff, but it all depends on the flow of the game and what the players/coaches are focused on/complaining on. If your coach wants to constantly complain about throw ins, you best believe imma call it on every single infraction and especially on your team when they mess up.

No need to be passive aggressive or immature in response to something that made you upset. Especially on a forum. Aw, I'm not upset. I just didn't realize this was a personal advice column. But, since we're doling it out, there's no need to be humorless and overly sensitive. Especially on a forum in which you have the opportunity to educate. Trust me, there's lots of confusion around throw-ins. My 16 year old wants to become a ref and we talk about these kinds of things. As a player, he never knows what's good or bad with throw-ins because enforcement seems to be all over the map. There's no need to take that as an insult, it should be an opportunity to clarify or even just share the guidance you guys discuss. He helps with little kid games sometimes and he wants to impart the correct instruction. But, you know what? Put all of that aside. I just want you to go have a wonderful day! Seriously, but not without humor.

I call it if the ball doesn't at least go over some portion of the player's head. I also give some leeway of 2-5 yards as well.
