Why does Division III - District 9 only play each team once in District play. It seems every other district plays each team twice.
This is the Newman, Sacred Heart, Lusher, Ursuline and Ben Franklin District.
With only one game, is this the best way to pick a district champion?
Just curious.

This decision is made by the districts (coaches and principals) during annual meetings either in the fall or spring.
I've been in districts that do both. The rationale for cutting down to one game was A) to prevent an "excessive number" of district games (14, district had 8 teams) and B) to allow for more non-district games to get a variety of levels of competition. Most of the coaches that opposed only 1 round of play expressed concerns about getting only X number of home games, and not having home-field advantage for certain games, etc.
There are pros and cons to both 1 and 2 rounds of district play, either way it is usually decided by the coaches. Look at D1-D7, they started district play in the first week of December, they are playing district games for 2 months solid. Only had 3 weeks to get non-district matches/tourneys in. Does kind of lead a coach to support 1 round when the district is that large.
In the D3-D9 case, I'm sure there's a reason, check with your coaches.
