if a player has injured himself and has a hard cast on that cannot come off can they play? for example a cast from hand to elbow

for high school I thought they required a letter from an MD saying they are free to play.
There is also the "regular" rule that all casts must be either soft, covered in something soft with no sharp edges and not used as a weapon.
rule 18 comes into play a lot with this.

High School requires adequate padding and a medical release NF 4-2-1-c.
USSF has no specific requirements for casts, other than the fact that no player may not have equipment that would be dangerous.
Under both sanctioning regulations, I will inspect the cast protection to ensure that it does not present a hazard to a player running into it. I will also instruct the player wearing the cast that, if I see it, no matter how well padded, swinging out, the player will leave the field.
