In the playoffs does a hard red mean automatic suspension, or is it still up to AD?

I do not believe there is any difference during the playoffs, A red card does not result in an automatic player suspension.

at no point in high school does a red equate to sitting out a match, unless it is teh 3rd fr that player in the season, then he can no longer play

Up to that 3rd red, it is always up to the coach or school AD. Some schools or districts may have rules about that. I am almost sure non of the North LA districts have a sit out rule for red cards.

Actually Div II Dist 1 has that rule on the books, but I don't know how they enforce it unless the head coach of the carded player does it.

Do any high school tournaments invoke the red card FIFA rule?

st pauls requires you to sit out 1 match for a sendoff in their tourney (ejected from tourney if it is for fighting, striking, or sfp)

At Covington I give a one game suspension unless I feel as though the red was harsh. For instance, last season our keeper was involved in an altercation with a player from Northshore (the Northshore kid head butted him and he punched him). A couple of other Northshore players then began to swing at the keeper. At that point, another CHS player intervened, grabbing the keeper to keep him from acting even dumber (if that were possible at that point). All five were ejected. My AD actually did the write up on the CHS player holding back the keeper. In short, my keeper sat our next match versus St. Paul and was put on probation (a minimum 3 match suspension for another red) while the other kid was allowed to play. Really though, if a kid is sitting on two reds, I would be quick to pull him IF I allowed him to play at all. Just my thoughts.
