The bye is counted as a home game in bi district to avoid confusion in who travelled when and how many times.
Each section is different and on its own for each round.
You read way too much into this and have confused yourself. This is really self explanatory.
There was a proposal that was effective immediately that would have passed this year that would have changed the basic quarterfinal rule that isn’t sport specific to say higher seed always hosts quarterfinals. Unfortunately that principal was unable to make it to convention cause of a tragedy at their school and since it was co authored, it was not able to be presented and thus not voted on. So football and soccer remain the same for quarterfinals until a new proposal is voted in to fix it.
